Frank Washington was chairman of the Columbia, S.C. branch of the NAACP for 16 years, leading the movement to pressure the city of Columbia to change the way it elected its mayor and city council, who were all white. Today the Columbia City Council has several African American members, thanks in part to the work Washington did 30 years ago.
